Airlines are still allowed to overbook flights however passengers are eligible for higher compensation when involuntarily bumped. The amount varies by length of delay and cost of airfare. For those passengers who are involuntarily bumped, they must receive a written statement informing them of their rights and describing how the carrier makes its’ decision on who gets bumped. If you get to your location and find that your luggage has been lost, the airline is now required to refund your baggage fee. However it is important to note that there is currently no language in the ruling about delayed bags or obligations to replace the contents of lost bags.
